AD is mainly just for last hitting and because they scale better once you get Last Whisper. Some champions will benefit more from having some armor penetration in their early/mid game, like Ashe, Caitlyn, Draven, Ezreal, Miss Fortune
Champs like Graves, Sivir, Corki will usually want full AD cause they all have good AD scalings (Graves huge AD scalings on Q and R, Sivir on Q and W and Corki on his passive)
And then there's champions like Tristana, Kog'maw and Vayne who want their early/mid game to be farming phases and they will usually benefit more from full AD for easier last hitting and better lategame scaling.

First, AA dps against an average target with 50 armor at level 6.
With quickdraw, 6 arp and 15 ad from runes, your AA dps is 89.2
Your Q does 268 damage with three shells, and your R does 290 to the first target.
With quickdraw, 15 arp, and 7 ad from runes, your AA dps is 90.7
Your Q does 286 damage with three shells, and your R does 311 to the first target.
Your argument is that LW makes AD runes do more damage right?
Well, lets go full build against a 200 armor target.
With Quickdraw, 15 AD, and full build, your AA dps is 616.1
Your Q does 404 damage, and your R does 462 damage.
With Quickdraw, 15 ArP, 6 ad, and full build, your AA dps is 627.0
Your Q does 415 damage, and your R does 475 damage.
15 arp does more damage than 15 ad at all relevant stages of the game on the HIGHEST AD SCALING AD CARRY IN THE GAME...
