If Banner of Command works on his soldiers (and I can't really think of a reason for it not to?) then I'd definitely get that and maybe a Nashor's Tooth to give them some more attack speed to scale off of. Given his low ratios + bonus HP scaling, penetration/health seems to be a good combination - maybe Rylai's + Liandry's. Quickly attacking soldiers that slow and cause DoT seems pretty strong.
Also, the other "walls" in the game - those of Anivia, Yasuo, and Karthus - increase in length as they rank up. Does Azir's ult do the same? Because if so holy ****.
