But it's nearly impossible to land your Q on high mobility champs. That doesn't make much sense.

If you are good with Skillshots and positioning, Lux is perfectly viable since she has brutal range. I personally prefer her over Ryze, since I'm rather bad with Champions that have no skillshots.
But.. it's way simpler to play Ryze, so I recommend him instead. His abilities can't miss, he is a tanky bruiser and way stronger in teamfights with his consistent damage output.
Also, keep in mind, she is easily countered by Bruisers or Assassins that can 'hop' on you. Basically... Anything that isn't easily kited or has the option to dodge your Q with abilities.
Currently I play a lot on my smurf account with Lux. For the most part I have to say, you HAVE to make an impact before the laning phase ends or before level ~13. Else you didn't exploit her potential for deadly ganks on other lanes. A long range snare + long range damage is often a guaranteed kill. You can play her similar to Sion, clear wave and run around. But you have to keep track of the enemy jungler and your own opponent - 2 wards are optimal. If your opponent follows you to other lanes, wait for him in a good brush (Wards are vital to see where he runs) and harass/kill him. If he doesnt follow, a laser is often enough to ensure a kill top/bot.
BUT, overall - Ryze is much easier, more consistent and has less counters. It's a matter of playstyle whether you play Lux or not.
