I never dodge normals, sometimes rankeds.
I use normal for casual games, i'm mostly the troll picker that makes everyone rage.
Ranked on the other hand, if first picks doesn't ban even one champ and randoms some UP champ with not even close to summoners, i'm out of there... I'm dead serious when i'm ranked.

Such measures prevent many casual gamer (those who don't want to waste a sec trying to understand how to play) and mentally "dense" ppl to play it, which is the main reason why you wanna dodge a game in LoL. Except for the friend part ofc, but that should be less of a problem.
