1. Div. V > Div. III
2. Div. IV > Div. II
3. Div. III> Div. I

You can skip a division, but that thing you scren-shotted is bugged yaya, it says pretty much everyone is going to skip a division ( and says challengers are going to be promoted to bronze ).

Maybe you will get skip a division, but it has nothing to do with your screen-shot.

I just checked it, yep, everyone I click on says they'll jump a division, except for Division 1 which says it'll go to the next tier like it's supposed to. It says that P2 players will be promoted to 'division null'... lol.
