I've played as Skarner during the free week and he is really weak. The game suggests a hybrid tank build, but idk, hes weak and doesnt tank very well.
The best advantage of his ult is:
He can choose the target (Blitz cant)
He doesnt need to be hugging the enemy to pull (Singed does)
But its far from being a great ult.

My idea is to buff his ult is that Impale "greatly" decreases the victim's armor/MR which would make them easier for your team to kill and separate that skill from Fling or Rocket Arm Grab.
Another idea would be absorbing the some of the victim's AD/AP permanently(or as a duration buff) sort of like veigar/nasus's Q for last hitting.

Yeah, that'd help a lot. It'll ensure a kill when you grab someone.
If permanently, it cant be a % and the amount must be very very low, cause his passive reduces de CDs. It'll be easy to spam the ult to get AD/AP.
During the buff duration is a nice idea.

you seem to have forgotten about kog'maw's, kassadin's, and corki's ult

The first one would a true ultimate skill that can change the tide of a team fight/game but can still easily be countered by the likes of treads, QSS or Cleanse...but quite powerful in my opinion between early-mid game. (will also need to increase the CD on it I think)
My 2nd idea came from boosting his damage capability throughout every stage of the game and probably works better (in theory) given his low CD.
Think either idea would make skarner more unique and interesting for sure.

Kog and Kass spmming their ults? Goodbye mana pool.
Corki spamming his ult is only for farming.
You need to log in before commenting.
If they want to take some time to make Skarner better, they will buff his Q and his ult.
If they want to really take the time to make him good, they will move around his skills.
