Kassadin beats Annie. You'll have to fail terribly to not win against Annie as Kassadin.
Before 6 or after 6 ?
All the time.

Silence+Slow+Rift Walk Out, rinse repeat. Annie won't have enough time to drop Tibbers.
Kassadin's harass is ridic. Even if u both attack around the same time and her attack connects first and it stuns you, she'll be silenced long enough to prevent her dropping a tibbers or Incenerate on you. Not to mention Kassadin's passive.

so in any case, kassadin is currently only useful in ranked queue when you know who he's going to be mid against, otherwise it's pointless. In other words, he's a pure counter pick to mages in mid lane early game (annie, ryze, anivia, brand, etc.) purely because his silence ball has greater range than they do. He's useless in any other situation and must be played as as assassin after one of the mid turrets goes down.
