i think i suggested 50/150/250 somewhere. the problem is though that it seems to only be reliable for the knock up, the damage being so bad that auto attacking a single champion would do more.

A stronger solution would be adding a 1-second stun to the knock-up. That would make Cyclone more reliable as hard CC, and give the spinning WuKong more threat when see while still being able to keep targets in range if they get caught, because of the stun.
But the damage definitely needs to be buffed.

It seems Cyclone is not bugged. It is merely the tooltip giving a false-impression.
It's just ridiculously weak.

It seems Riot also underestimated the strength of armor, which is likely the main reason Cyclone isn't dealing any damage at all. It clearly needs it's base-damage or cc buffed, the knock-up just isn't enough to compensate because it gives no stun or slow after, making it very easy to leave before the full 8 ticks.
Hopefully it gets buffed to something like 45/140/225 to make it have more umph. Most champions won't stand in all 4 seconds anyway, and WuKong's team should be rewarded if they can keep them under the spin that long.
