No I believe its also for low elo as well in most ways only a few champions are things changing.

I played Vlad with CDR and Hextech before it was FoTM and the high tier got it nerfed by sucking with it and complaining the whole time...
I had a friend who played Ashe before she was considered strong, Galio before he was amazing, and jungle trundle when most though trundle was ****. In most areas things flow downhill... but in LoL things actually flow uphill from normal queue up to the higher elos.
Tier Lists do not take into account skill level. A GREAT player can take a mediocre champ with a mediocre build with mediocre runes and a mediocre mastery setup and do great because they are great players.
Skill level versus gear level disparaging was why I left WoW. Didn't matter if you were the best player in the world you couldn't overcome someone who was a ****py player if they had much better gear. In LoL however... skill does matter. And matters much.

That makes absolutely no sense.
If they feed and that reduces your chance of winning, then what about when they're on the enemy team? Statistically speaking, you won't get any more on your team than on theirs, especially if you yourself don't play it.

Example game I played:
The enemy team had no support and the AP mid was pissed at their last pick. Their last pick was panth who laned with a Cait. They ended up winning the game because of the Panth who fed Caitlyn. We couldn't do **** with our "perfect" meta team.
