It's going to open up a ton of options, specifically against certain team comps for some tanky DPS types.
You mostly just have to make sure AD carry dies first if you buy this thing (Which is a fine objective regardless)

Could be good on a Talon, yeah. It'll make him obnoxious to try and kill if you can burst the AD carry first.

10% chance to not take damage is better. You're wrong / don't understand spike impact if you think otherwise.
RNG is not weak. It may not be reliable, but RNG is exponentially superior to consistency when it procs.
In a game like LoL, spike impact has the highest chance to cause critical errors such as over extending and getting caught to secure a skill, and as such dodge was better than damage reduction, and there's no arguing it with the logic that consistent damage reduction is better due to reliability.
Buy armor if you want reliable physical damage reduction. The game already has that mechanic built in.
