Additionally, try to hold off on buying runes until level 20, as you won't unlock the most powerful runes until then. Buying lower-tier runes is kind of a waste, since you won't have use for them post-20. Be prepared to sink a lot of IP into runes once you do hit 20, though. They're not cheap.

I think it's worth mentioning that tier 1 runes can be helpful, especially for jungling. If you want to buy runes immediately, ONLY buy tier 1 runes. They are extremely cheap and provide minor bonuses.
NEVER buy tier 2 runes. They are a complete waste of money and you are better off waiting for tier 3 before purchasing. If you can hold off until tier 3, that's the best option.
