Because you're probably setting unrealistic targets?
I can make a promise "I'll get to 3k elo“ but ofc it won't happen.
Analyze your gameplay thoroughly and learn from your mistakes.
If you're stuck at a certain level for a long time it means you cannot carry yourself out of that elo range aka you belong in that elo. Find ways to improve your gameplay rather than trying to aim for a higher elo.
Elo comes naturally with skill

I just don't think about it too hard.
You're like carrying the weight of the world or something apparently when you play. So rather than make the right plays, you try to make big plays.
If you just don't give a **** you'll actually enjoy yourself.

@kazega
Don't worry about it too much, just play and whatever you do DON'T get very angry.
being a bit pissed 5 mins or so after the game and venting out here or to a friend helps a lot.
If you have lol replay, try watching the game and looking for mistakes or if you already know your mistakes try and not do them next time.Then start a new game with some new confidence in yourself, make sure you wont make the same mistakes and get your elo up :)

Kazega: Get angry! When I lose ranked games because top, mid and the ADC go 0/6 each, I get angry and rejoice that I wasn't the problem. Then I play a duo game with a friend in the same elo, and we go positive, and everyone else goes 0/6 and I'm content because at that point I realise it's not *my* fault. Some people are just bad or having off days. If you're confident that it isn't *your* fault, you'll feel better. If it *is* your fault (you went 0/6 in lane), then maybe consider playing a few normals to get the pressure off your chest.

All you have to do if you're worried about ELO is to not play ranked.

Why do I let these things happen? Why do I make these stupid promises to myself that I can't keep for whatever reason? I try to make things better for myself but I jsut can't seem to catch a break. I think I need to bring up a little bit of back story on this to help illistrate my current mood. But it is wall of text-ish.
The short version: I promised not to lose a certain amount of skill points and I did.
The Long version:
