Queen MUST take CV and Rally.
No one else is allowed CV or Rally.
No one's allowed to farm, except on Elder camps (Blue/Red buffs) and enemy kills.
Queen can't take any items except for Oracles.
This was put in to counter Evelynn's potential strength.
Personally, I think Evelynn's pretty weak. She won't have any items so all she can do is evade. None of her stills contribute because she's a close-ranged champion. She'd die too easily.
