He looks pretty OP. From what the champion spotlight looks like he has about a 3:30 jungle, plus Phreak probably has the ****tiest jungle runes and route, maybe items too, he's extremely healthy during that time and probably isn't that susceptible to counter jungling. If you do try to counter jungle him he has a shield and great early damage. Not to mention his ganks are super good...and ****, that ult

If you looked closely at Phreak's health he was VERY low after minigolems, and that was with a pull at blue.
Yeah, although Phreak didn't take his heal at all. Personally I would probably go AS/ArP Marks, ArP/AS Quints, Armor Seals and choice glyphs, start with shield, take heal, take shield again and then take q at level 4. Seems like it would be best since shield gives as and e heals you. you could basically just spam shield with enough as and blue buff.
ya, his jungling runes didn't really make sense, but I suppose it works. I also don't really think his ganks are that good, he has to get way to close for him to even apply a slow. Other than that, he has no real CC until 6, and that has a pretty short range. He seems like he'd be better in lane, AoE on a low cooldown, Attack speed boosting shield, Line shot that heals him. He'd be impossible to push to the tower.
Seems pretty cool, but I'm gonna have to have some in-game time with him before I call him OP or UP.

if they made his ult last any longer it would just be OP. Suppression is the strongest form of CC and characters who can control the position of their enemies are generally high tier. Skarner has both of these in one move. The only way to really make it balanced is to make it really short.
Played a bit of jungle Skarner today and broke my losing streak from the past two days with him. I think he's really underestimated at this point. I used wolves, wraiths, golems with vamp scepter and managed to hit level 5 at roughly 5:20 to 5:30. I'd recommend trying cloth pots though because you end up pretty low after mini-golems. 1/14/15 masteries with AS marks, armor seals, AS glyphs, HP quints, QEQ for skills.
He relies a bit more on his team mates in the lane that he's ganking because he has no real gap closer, but once he's on someone they don't escape without blowing some sort of cooldown. He can stick SO well, especially with red buff. Later on once you hit level six, just showing up is enough to get a flash out of the enemy. The threat of you pulling them into a tower or your team mate is pretty menacing.
I say give him a shot in the jungle. Works really well if you build Trinity-offtank.
