Learn all of your itemization options for your hero that make sense. Looking through a bunch of guides or watching streams is a good way to pick these up. I go into a game with around 15-20 items for each champ i MIGHT build, although 3-4 are usually the same. Understand why these are good items and when to build them.
The other thing to learn is how your champ interacts with your opponent(s) in lane. For example, can you win exchanges or just be passive and farm? Is trying to push them hard a good idea? When are you stronger and when are you weaker than your enemies? These things can be picked up from guides and streams, but nothing beats experience.
And make mistakes. One time. Then never make the same one again.

Step 1: Pick items that counter lane opponent.
Step 2: Pick items that counter whole other team.
Or, look at other guides/videos/articles about champions in other roles. Doing that, I learned how to tank/ad/support/jungle/ap carry as Kennen. Crazy, right?
Don't limit yourself to ratios, the meta, etc. Think more like,"How can I be crazy and make Soraka a viable AD Carry?"
And that's pretty much how you make your own build.
