At low Elo, Taric is a really strong pick, Kayle too ( if you intend to build her damage oriented later on).
Leona is an extremely strong support, but usually people don't know how to play with a Leona support at low ELO, and usually, supports that can't heal or shield are bad at solo queue simply because they don't give you the ability to forgive your carry's faults. However, I do recommend her a LOT in duo queue.
Karma can be fun with champions that need to stay close to the fights, and I play her a lot, but I don't recommend her simply because people don't know her well.

For a carry support you need the damage. Lower elo (sub 1400) you can pretty much play any champ as support. Especially if they bring something to the table other than damage.
A few I can think of are Nidalee, Karma, Lux, Jarvan, Lee, Anivia . Not optimal but still very much doable. And they can get the damage done when your carry fails.
