He's "balanced" now.
He's a decent pick, and still frustrating too play but not impossible to beat.
As such - People who ignore him and look for "broken" and "overpowered" champions to play, because every gamer's wish is to find that niche mechanic with which they can break the game and become #1.

Simply put every AP caster out there far out damages him. And most also offer some good CC. So pretty much the rest are better choices for the team. His levels 1-6 are about the worst in the game. He does have good sustain if he can survive to level 9, is good during levels 9-13 (maybe till 15-16) but if it lasts past that he falls off and again there are better choices to have out there.
Simply put other than I just enjoy playing Vlad there are SO many FAR superior choices in the game as it is today. And it PAINS me to say that because I highly enjoy playing Vlad and when I play him I still do well. But most other AP casters are simply better in almost every facet and since this is a team game there are plenty of better picks. And every time I play him I KNOW I could have picked someone better regardless of the fact that I play him well. Or I used to. Haven't taken him out for a spin in a while.
