The con is that Matt / the admins want this to be a democratic type of site where everyone is equal. Everyone has equal chances of getting their guide to the top, everyone is just as influential as the rest.
Making good / smart players' votes weigh more than others would just mean it's good players deciding who gets to the top and who doesn't, when it's meant to be the community who decides where each guide places. If they were gonna do that, they may as well just replace our system with solomid's, seeing as it's more effective at the outcome you want anyway.

They would not like, be THAT influential. Perhaps only twice the amount at max. That way bad guides can be taken down, while still giving the normal players a fair vote.

Black Cleaver sucked, Bloodrazor sucked, CDR per level glyphs, mana regen per level seals, maxed Q when W max was probably better at the time, flat Hp quints were definitely not the way to go near the end of season 2, etc. That's just stuff I can point out from the cheatsheet, I haven't even bothered looking at the rest of the guide.

The High Elo/Scout system already goes against this ideology, letting high elo players have their votes count for more is just an extension to the current system.

The intent is the same though. You want what you consider to be good players to be more influencial than others. Mobafire's guide system has always been 100% democratic, and I don't think Matt wants to change that any time soon.
Edit: Even with what you're suggesting, it would be impossible to even budge the rating of a guide with 1k+ votes, such as that Ezreal guide. You'd have to vote up a better guide and hope THAT doesn't get downvoted by the owner of the top guide and everyone who worships the top guide just because it's the top guide.
