What are your criteria? That could easily be just as much of a popularity contest as the system already is.
For example: Previous services (for example: Player is known as an active scout before the new system, or having a review shop, or checking out new guides and giving feedback actively)
rankings (perhaps mainly get gold+ people to scout)
personality (you might rather have a polite scout than someone like laggermeister)

The major problem is that it gets boring after a while. I've seen many review shops (including mine) just die due to inactivity, being bored with it or not feeling appreciated. Same goes for scouting - you'll have to review a guide before you can scout it.

I was gonna make more threads when I found more adequate guides, but on the 2nd one I posted I only had like 2 people respond and I think the guide got 0 scout points despite being a great guide, so it was clear scouts just didn't want to be revived, and I gave up.
At least I got Totallynotn00b's LeBlanc guide scouted though. So, worthhhh. :P

If I remember correctly, the only criticism on the guide was aesthetics and being more in-depth than necessary on LeBlanc's combos. Someone even -Scouted it for being ugly. ;[

actually it feels like some chaos of "what comes around" is installed all over the guide area, especially if the scouting sistem isn't as developed as it should be. I haven't made use of a guide in a while, so probably i'm saying too feeling like scouting system is a baby that refuses to grow?
Because your guide, and that of many others, just seem like long and redundant essays with little to no interesting content. Most people looking up a guide literally couldn't care less about the tl;dr; all they want is a cookie-cutter six item build and some situational buys. Your guide and this website are considered **** because the authors of the guides are all extremely bad (you do not display your rating, so I'll assume you're just another silver/gold ****ter) and they all care about aesthetics and etiquette more than about efficiency and tournament/high elo standards. For example, do you really have to have five seperate cheat sheets with names such "anti-heal ziggs" and "against an AD mid"? No, you don't. You've invested in something pointless to which you could simply point what items you build against certain matchups. Your guide is cluttered with tl;dr and "b-but muh icons and different text color!" nobody looking for a champion guide is looking for. You don't have any cred because you're not a strong player, and, as such, people will (strongly biased, but rather justified as well) think your guide and this website is ****. All of the aforementioned apply for literally 95 percent of all guides on this website that are highly rated. The other five percent are either **** guides, actual high elo authors from players from teams like Frost or Velocity or mini-guides to tournament-level builds. Add to all of this the fact that the other websites are reknowned for strong presence of popular players and the equation is there.

For instance, what system do you propose to fairly elect people?
