Veigar literally holds true to NOTHING that is too strong
Hes an immobile champion, so yes DUH he should have higher damage ...but almost all his damage is single target so thats a bit hard to do.
The fact is veigar needs another rework or HUGE buffs to be viable vs assassins and melee ADs that go mid, veigar is a support now and anybody that thinks otherwise IS a newbie

I'll respond to both your queries newbie....
Winrate literally means nothing in this game until riot changes their matchmaking system, their system's ONLY goal is to keep you at 50% winrate so yes most champions will reflect that general winrate with a slight difference plus or minus, but NOTHING statistically or significantly relevant, winrate doesnt work for balance you need to go gold value of the kit in question and its hard to gauge that directly for gold value since there are very few mobility based items etc but until riot changes from their ****ty "Keep you at 50% winrate" system, all champions wil appear within the 50% winrate by design giving *******s that exploit those champions the ability to defend it based on statistically irrelevant information. All because .... riot wants to keep melee ads and assassins too strong because it "keeps things exciting" yes ....they KNOW they're too strong and have admitted it but they think its ok because it keeps games exciting, so no .... you're wrong .... on literally everything

This entire thread is actually just you ranting about x and y champion is overpowered and anyone that plays said champion is bad because they have to abuse said champion to be good at the game.
Nowhere are we talking about the matchmaking system.
The point is the poor balance, especially among this third of the overall roster, the problem is too many people use the same stupid point "Oh thats not true, hes under 50% winrate" etc youve heard it, but riot SPECIFICALLY makes that point moot on their own by designing a system thats ONLY goal is keeping a 50% winrate
