There's a difference between 300 and 315, especially early game when no one really has anything movement related. If you grab Boots early, you can harass the Hell out of people.

Do note also that the mastery in Utility gives you another 3% movement speed meaning that you could have anywhere from a 22 to a 30 movement speed advantage against a champion without that utility mastery and movement speed quints.

Sure mate that's right. I'm going 11/0/19 with Xin, and it works awesome altogether. I just wouldn't call those quints "freaking OP" .. "The best" is probably a better way of expressing it imo ;)

Movement Speed Quints are pretty damn good. Increased Move speed = Better mobility.

This thread I found a long time ago doesn't really have much to do with MS quints but it does illustrate the point of how good mobility is.
