Well think about it. Say ur playing singed. Now, you could go health quints and be unkillable early game or mpen quints for that extra damage... OR you could do what singed does best and run like a speeding bullet.
I also use move quints for Irelia. This is because if you use something instead of triforce, she is actually really slow. having that move speed is for a few reasons:
Initiating much more effectively, being far more agile [you wouldnt believe the difference], more map control / getting around the map faster, more teamfight maneuvering, and chasing / running away.
Now remember, they are runes so they arent exactly metagame changing, but they ARE ****in OP. most people dont know about them because people always get caught up in the armor pen or health quints... utility quints are more uncommon. but sheeeit i use them all the time.
I bought the cheap Swiftness Quints off the Tier 2.5 halloween set. :P

How big of a difference do they make? Like compared to base stats. I am probably gonna cough up the IP to get these now but I would like to know as much as possible before doing so :P

It's only 1,5% each.
I think they are pretty decent .. but since it's only 4,5% of the BASE MOVEMENT SPEED, I find it difficult to call them "freaking OP". Please enlighten why you guys believe they are so awesome?
(Btw, don't get me wrong, I'm using them on almost every champ)
