If the players on the enemy team hasn't violated any of Riot's rules, reporting them is basically useless and will serve no purpose.
The reason that Riot wants every player to be around 50% winrate is to make sure that people don't climb way too far in elo, like what happened to the ranked ladder in good ol' Season 9. The so called secret algorithm you're talking about is called Matchmaking Rating (MMR). The more games you win, the higher your winrate goes and thus the higher your MMR goes. The higher your MMR goes, the stronger players you'll face. This is the reason why smurfs are around Silver elo, but plays with Diamond players because their MMR is higher than their elo.
If you're a Gold 4 player, but your MMR is around Platinum, you'll climb faster. Same thing goes if you're Gold 4 but your MMR is that of a Silver tier player, so you'll lose more LP the more games you throw.
If you're a Platinum tier player and Riot's system deems you unworthy of being in that tier, you'll face higher tier players or players that are in the platinum tier, thus giving the chance to lose. The only way to keep climbing is to prove the system wrong. By winning a game that the system expects you to lose, you'll be able to climb even further.
Your entire argument about 90% of games being decided in champion select is also completely utterly untrue.

But thats not how it works, the game artificially choses matchups that lead you down a 50% path, its not that "You're just facing harder enemies" thats not how it works at all, and you can see it from na.op.gg . Five games won in a row, suddenly your next 1 - 5 games will have 3 people higher rating than you, 1 same as, 1 lower enemy, then your the highest on your team with 4 people several divisions below you/
Riot isnt just placing you AGAINST harder players, they're choosing the outcome that they want according to likely outcome, THATS the problem. Hell I can play against better players all day, it slows me down sure but if that were the only problem it would not be an issue.

Most people in league do not know that riot has a super secret algorithm, whose only goal .... is apparently JUST keeping each player at or close to 50% as possible. So the old adage is correct, 90% of games are decided in champion select, and riot obviously has some factors that are hidden to be able to keep the system so functional for its one goal.
That being said ...
The reason I say report the entire team on a stomp ( Even your team ) is that I BELIEVE these stomps, and the players involved have hidden characteristics that riot uses to match them for artificial losses / wins, if all stomp teams are being reported it would mean they may have to actually fix their stupid system
Rant over
@Riot ****ing fix your ****ty matchmaking system, remove the 50% goal and just have it give flat values per player on ability and match teams as close to even as possible, do not try to influence outcome.
