Unfortunately, Fraps and LoLReplay don't work very well together :(
For instance, let's say you want to Fraps something which happened in the 40th minute of the match. If you fast forward in LoLReplay and start frapsing once you reach the 40th minute, Fraps will do nothing.
The answer? Fraps the whole (LoLReplay'd) match from start to finish and then edit the part you want to have. Yes, it's that annoying :(

There is a new setting in LoL Replay that disables an effect to make it work better with Fraps. At least, it supposedly does. I'm not 100% on if it works.
The way to work it is to start up Fraps, and have it start recording your screen. Once you've got that running, bring up the LoL Replay and get that started. You'll probably end up recording the entire match (you can stop the replay whenever you've found what you need), and once you stop Fraps recording, you'll have a video file.
Edit the **** out of this file. Unless you are recording a full game, you'll need a video editing software (Window Movie Maker or something else that's better) to fix it up nicely. Once you have a completed video, you can submit that to YouTube or something.

Best thing I've found out for recording footage is Xsplit.
It woks great for both recording both live and post game with LoLreplay.
Settings will vary but you have to set up a "local recording" setting.
Take the highest quality setting for video that you can handle and the highest setting it will show for audio.
You may want to fiddle with the settings to get the correct things.
To have it not flicker out while recording, you have to make the game play in borderless windowed mode.

I dl'ed XSplit, but I can't add my LoLReplay files to it...

Can't I just delete LoLReplay and record it with this?
