For the most part, everyone should be buying wards. Supports and junglers the most and the jungler less than the support. Mid carry should buy 1 ward every three minutes or so and the jungler should be warding the bush they don't cover.

Not a rule, but that's how I usually buy wards. Carries do need to save up their gold, but you absolutely should still get wards, especially if the rest of your team is neglecting them.

Supports and junglers should be buying most of the wards. Solo top and mid can occasionally buy a ward to ensure safety in their own lane, but not nearly as often as the two mentioned before. If you're running AD+Support bot, the AD carry should never be forced to buy a ward if the support is doing a good job - instead, he/she should be focusing on farming and getting big items quickly.

That being said you support should be buying the majority of wards, but you shouldn't have to rely on him to much.
Usually when I'm mid I get 1 ward every time I go base and put that around the baron area, our support bot lane/jungler will usually ward around the dragon are allowing me to see a gank coming from every direction. Sometimes the jungler/support will put wards all around the map and I don't have to put mine down, but I still keep a ward handy in case an important ward times out or no one is in position to plant a ward in a certain area except for me.

Support: Ward at strange places and the bot lane brush and the bot to mid brush.
