Your last build "All viable stuff" is placing your guide as "uncompleted". For a guide to be featured in the champion list, all cheat sheets must have:
2x Summoner Spells
9x Glyphs
9x Marks
9x Seals
3x Quints
30x Mastery points allocated
1x Item
Your "all viable" build falls short of some of these categories.

Best way to "be discovered" is to do a little discovering yourself. If you think that you're the only one who wants to be discovered - think about everyone else like you. Start commenting on other new guides, provide support and friendly comments to other authors, post comments on threads in the forums. These are all small things that you can do to get to know the people of the site a little better.

^I wasn't too sure. I do think it's at least three, now that you mention it. I remember that top Janna guide with Philo, HoG and Ionian's as the only items. Most times you see 15+ items in the cheat sheet, so it's rarely the case that you need to tell someone to *add* items.

From experience I can tell you that the best way to get known in the community is to go through the forums on a regular basis and keep up. Lots of people have lots of questions, and helping them out by answering their questions and helping out gives you rep FAST. Me personally, I'm going to be an Editor before ive belonged to this site for a year, and a good 80% of my rep has come from answering forum questions to the best of my ability (the other 20% has come from my fan fiction stories, feel free to check them out if you like, they are in my blog ;) {/shamelessadvertisement}). Doing things like making good guides or giving POSITIVE feedback on other people's guides will do the same as well. Feel free to criticize, but do it NICELY and offer good alternatives to the problems you see within the guides, instead of posting something like "Who in their right minds would build
Frozen Heart on Mordekaiser? This guide sucks.".

Thank you all so much, one more thing, how does rep work? some of u are "prominent" and others "renowned" and other "distinguished"
After you get a certain amount of Rep, you get a title. I think at 20 you are Prominent, and i don't know when you become Distinguished or Renowned (i think 200?). After that, i don't know what comes.
At 100 rep you become an "editor", which grants you access to a special forum where you can discuss things with other people who are editors and above. It used to be 70 but too many people were getting to editor too fast, so they raised it to 100 (right before i hit 70 rep >.>). If someone says something helpful or especially funny, give them rep! And people will usually do the same for you as well.
Not really sure when "referee" or "mobafire mother" became titles, but eh. Seems like if anyone were going to get those titles, it should be them ;)

The former is now the class that hosts the inhouses. Jhoi just has a little vanity title, nothing special about it really.
