i would recommend you to not buy any champions untill you have tried them in freeweek. Brand is definitely a good champion even tho people dont play him in competitive lvl because he is so skillshot reliant. hecarim doesnt seem that good since tere are toplaners and junglers that outshine him by far.

Price has nothing to do with champions strength. Many 450 IP champs dominate current meta. So I would suggest you keep on playing free champs and buy one that fits you, so you wouldn't waste 6,3k IP and find champion bad for you.

The more you pay for a champion does not mean it is better, only newer.
You want to play all the free champions, at least try them all twice. You want to find the few champions that you can rely on the most. Those will get you to the level you need to be at.
Of course, you also want to have fun while playing. I guess that's where trying all the characters comes in.
The two I can rely on more than anybody:
Skarner and
Galio.

get a difficult champion if you're low level. main as them when possible, and then you'll know them to a t (even despite riot's nerfs and remakes). that way, at high elo/level, you can own with them. that's what i did with sivir... so i'd go brand IF you've tried him before.

Although, as to the original question, I would recommend buying cheap champions before expensive ones. If you buy one 6300, then don't like him, you've got nothing. If you buy, with that same amount of IP, all nine 450 champions and a single 1350 of your choosing, that leaves you with ten champs to play with and 900 IP. Sorry if the math is inaccurate, it was all mental. The point stands that you gain more out of buying cheap champs, and it's more likely you'll find someone you like.
And if you ignore everything I typed above, you really, really, really, REALLY, should only buy expensive champs you played quite a bit of on a free week.
And you can take all this from me knowing that I know what I'm talking about bc at this point I own 82/97 champions, with only a few 4800s and 6300s left.
True, but every new champion starts at 6300 (except one a few months ago started at 4800, I believe it was Orianna).
