Depends on the situation. Say for example, you're playing Annie and you're about to flashnuke someone. Hold shift+QWRD (assuming you have ignite on D) and bam your combo is quick as lightning and you're nuking very fast. But if you're thing to gauge an Ashe arrow, smartcast is very risky unless you know exactly where the arrow is going to hit.
EDIT: Personally I never use smartcasting. I feel like I have so much more control over my buttons if I'm manually going q click w click r click. I'm fast enough to perform these actions swiftly anyways.

I will only use smart casting, and if you can master it, it saves you a ton of time. All it does is it makes it so all spells are cast on whoever your mouse is over. It saves you from having to press and then click, thus saving time. All skill shots will just go where your cursor is.
I never recommend it on Veigar though, his stun is just way too hard to aim.

Smart casting really speeds up some of your skill usage. There are even self casting if you need it. Best way do do this is to go into a custom game and check your key bindings through the options menu. Self casting is best left for shields and other heals or buffs. Like the name implies, it casts it on yourself.
Smart casting is basically having your spell be used without having to click to activate it. Keep in mind though, it casts it on wherever your mouse is. Unless it's a targeted spell, you will use it automatically.

For me it is a nono. I play on "old" skillshot thing for example (the circle not the arrow) and i tend to use that to clearly see my range on them by pressing Q for example and waiting with click.
Matter of preferance. I dont play supports nearly at all (maybe offensive support morgana). This could be good for supports but for sure not for dps/assasin classes for me at least.
