Sorcerer's Shoes, Nashor's Tooth, Liandry's Torment and Rabadon's Deathcap are core.
Add some defensive items like Banshee's Veil or Guardian Angel as well, perhaps a Zhonya's Hourglass.
On hit stuff can work but generally you're too short-ranged to not die when someone jumps you, better keep your distance and place some sneaky shrooms :)

Nashor's Tooth isn't core item.
Nashor's Tooth is actually pretty meh, I prefer full AP Liandry's Torment rush into Rabadon's Deathcap + Void Staff focusing entirely on shrooms and burst. Usually get Morellonomicon at some point for CDR and Zhonya's Hourglass because it's Zhonya's.I don't really see the point in building Teemo for sustained DPS because he's pretty **** at it. Outside of laning he's mostly only useful for his shrooms and the surprise one-shot if you can get the drop on someone.
Teemo can work with a lot of different items, but bruiser/DPS teemo is pretty much only good in 1v1s and split-pushing. AP teemo is far more useful in general because AP shrooms are nearly impossible for the other team to deal with. Even if you lose lane you'll still contribute a lot to map pressure as long as you pump out shrooms often.
Standard AP build is
You can end with Zhonya's Hourglass, Banshee's Veil or Guardian Angel. There might be some situations where you'd need a different item but I'm betting they're few and far between.

I've had equal success with On-hit Teemo
Bersker greaves
Ruined blade
Wit's end
Runaan Hurricane
Would stacking a Rabadon, and DFG on top of this be better?
