I would say "who". "which" and "that" indicate things that do not live, such as: 'The tree that fell on the road was removed by a man' or 'the tree, which fell on the road, was removed by a man'. "who" is for things that live (such as in your example).

Should be "who"
Out of the choices, "that" is more correct.
"which" is a little weird in that sentence but it technically works although it doesn't sound good.
