If you don't find one, you can still teach cut to your charmeleon and flash to abra. And the move deleter's in fuschia city if your wondering.

I'm pretty sure it has 95 power in generation III
Fire blast is better, but it is a fire move. Water doesn't need as much damage since fire pokemon have weak defences and rock pokemon have weak sp. defence.
Razor leaf is worse than flamethrower, but it is a grass move. Grass usually has low dmg because they have high defenses, can heal themselves and can inflict status ailments. It doesn't matter if it does 55 or 90 dmg, if your pokemon is sleeping or paralysed he'll get killed either way.
Sunny day is TM11 and can be found in the safari zone.
