So if you are born into a poor place you are not allowed to have children, which in many people's eyes are the maingoal in life, to create a family.. That is heartless, and in my opinion not near to be perfect x)
The problem is that the population of the planet will eventually begin to spiral way out of control.
I think a better rule in the event that population seriously begins to become an issue would be that each couple can only have one child, since that would by definition result in a decrease in population.
Then again, that didn't work out so well in China.

Then there would probably be a gender that parents would prefer and the result of that could be insanely cruel, like it has been the case in China. (where children are thrown in the garbage or put on orphanages, where they live under bad circumstances.)
I once heard that scientists believe that, at the time where the world will be really overpopulated, humans will be able to live on other planets..
Personally I don't believe that, and I wouldn't be the one moving to another planet, even if it was possible x)
