I would say the best one is Poppy's and Karthus. I will have to say that TF's ulti is the worst one since the nerf

There is no best ulti. They can be better and worse, but most of them works at different things.

I dunno about that TF still gives vision. A single TF ult can win a game.

Best Ult
maybe Gangplank

Worst Ult
maybe Dr. Mudno (item dependent, counterable)
or Heimerdinger (doesn't feel as good as his normal moves)

Good timed and positioned Fiddlesticks ultimate can be dominant.

good ults are like Fiddle, Lux, Vayne, Galio, Warwick, Malzahar, and this list can go on for a while.
However I don't really like Anivia, Caitlyn, Dr. Mundo, Jax and Heimy ults...
