3 swiftness quints+FoN+Merc treads will get you in the range of about 415 MS.
Swapping out those merc treads will bump you about to the 430-450 range or so.
Malph with just BoS will be at 400 MS. 409 with BoS and swiftness quints... I think. My math might be a bit off today.

BoS sucks don't use them. (ahue)
At least on Malph. He's got his Q so he just doesn't need them..
I'm also a bit sketchy on the MS quints. They're good, but I just find that MS so very rarely what makes a difference for me. I'd rather take a boost to my laning power (durability/reg/damage) over them and snowball harder instead.

I only use BoS at the moment because I don't have swiftness quints. Merc treads and swiftness quints would be perfect, so that's how I arranged my guide. There also aren't a lot of places to get MS, while like my entire build is durability. I think
Granite Shield is sufficient for laning power.

I think the best setup would be 1 MS quint, and then FoN kinda early on.
1 MS quint will move you from "meh" speed to "slightly faster than most people", and will at least keep you at a manageable speed. Additionally, this opens you up to put in 2 other quints that can benefit you in lane, like searz said.
Chu8 does this on maokai; 1 MS quint, 2 AP quints, and a
Trinity Force for more move speed later on. Obviously you'll be substituting the AP quints and TF for other stuff, but you get my point.

MS quints make you a bit less reliant on boots in lane, and avoiding poke/harass because of that speed can be considered sustain in and of itself.
