i don't quite get how you can play cass without a mana item on her. Every time i've played her i've built a mana item and even then i've still run out of mana from time to time.

We must both be sucky. I saw many Cass players only carry two

As a fairly new player I'm not sure how well my input will be received but I been trying Cassiopeia quite a bit so I'll share my experiences~
Usually I start the game with Flask + Faerie Charm.
Turn the Charm into a Tear and boots on first back. Some guides I've read say to build into a chalice but down the line I would be paying for cdr that I don't need if I build into Athene's Holy Grail. And if the game runs long enough Seraph's Embrace gives a nice active. If i don't build tear on first back I run OOM all the time because her autoattack is slow so I use q + w to clear waves.
Then like most I go Guise > Liandry's and Rylai's.
From there I go Rabadon's > AAS/Seraph's Embrace > Void Staff.
It works for me most of the time but any input to make it more effective would be helpful~

But my spells have a low cooldown so i have to use them often, rite? :o
my itempath the few times i played her:
flask+charm->tear->Guise->boots->rylais->liandrys->AA/raba/voidstaff.

In all honesty I haven't played much

Early Sorcs + Haunting Guise is really strong. I'm not really a fan of early Rylai's on Cass, but if the early damage amplification with Liandry's is something I'd have to test out.
I wouldn't buy WotA hardly ever. The item has been nerfed pretty extensively and in the next patch (so far on the PBE) the cost is increasing. Even though it is building out of Kage's it doesn't seem worth it.
I guess my build would look like
Start: Flask+Pots+ward/Boots+3
Early: Sorc's/Haunting Guide
Mid: Liandry's Torment/Deathcap
Late: Rylai's/Void
maybe pick up a doran's in there to stabilize your mana while your blue-less
In regards to mana problems with Cassiopeia, you really shouldn't have any given her passive. I find that a lot people don't really use it effectively (including myself at times), but it shouldn't be to the point where you have to buy a medium/large scale item specifically to fix your mana
