I remember reading somewhere that it dealt damage. Oh well, not a big deal, it'd be a total of 6 damage lost. lols

Swain is already tooooottally OP in that his Ult lets him re-apply constant Rylai slows. :P

It deals damage. The counting thing is a damge. They made it becouse it was to easy to harras under tower for him, now when you put a bomb under tower the damage on the champion will force the tower to attack you.

I'm pretty sure it doesn't.
Zilean has a super slow at 65% with pretty short CD though, so Rylai's is not really that good anyway.

see?, so you have to raise it a bit for it to be useful.
Also Zilean's cooldowns don't really start humming until level14+ when he has them all over level3.
Early game, his skills drain his mana fast, and make him quite the glass-cannon.
And, yeah, Rylai would still be pretty broken on Zilean if it worked on the DoT. :P
I just saw many builds with it so I was like, waaaaait...

I doubt it does - unless DoT's apply the slow every tick. I'm not certain, but I thought that the slow was applied at the same time as the DoT and then wasn't reapplied every time damage was dealt.
DoTs apply the lesser slow at each tick.
