Cho is a tank. If he wasn't, then there'd be no tanks to play because they're all banned every flippin' game.
As for True damage... Its not that valid also, since you will deal that damage but still health stackers have ALOT of health... and they will regen that part you took with true damage in matter of your cd anyway.

Tanks dont get to the "OP" stage until late game. Before that they dont do too terribly much. You're best chance is to really try to hurt them early game. Keep them away from minions and get them low enough so they cant initiate. A fed tank is gg. Just try to counter them and win the game asap ;D

Someone commented on the only way to get past tanks HP is to do magic damage...the answer is:
Deathfire Grasp.
Have your main caster grab one and target the tank with it in every fight they can without putting themselves in danger, the tank usually stands in front anyways.
It will deal a minimum of 30% of their current HP in one hit (+3.5% for every 100 AP you have) so if you have a/an {insert nuke here} who has 700 AP it will deal 54.4% of their current HP in magic damage. Ta-da! they just lost half their health!
is effectively the AP version of Madred's, but no one seems to think of it in that way.
