the build will can be done with a simple tag that says Mei and Lei and however you click on will bring up their item build...the money will be equal on both so what you earn on one you earn for the other.
Yes Mei and Lei do particularly run around together but the one who is uncontrolled will not benefit from any abilities the others does so you can put a shield on the group with Lei then Swap to Mei hoping for the shield for example.

I agree that the armor is OP so I changed it to be a shield that protects from 20% of all damage whilst Mei is running away from the fight, I believe this is a fair passive.
I decided to keep Lei passive of gaining 2% extra gold per assist and kills she receives because at the end of it all she will have to get 5 for 10% and in minions thats nothing more than 5 gold extra and if she or Mei dies its halved as well.

still a terrible passive get rid of the idiotic two builds thing or get rid of both of the stacking passives which includes getting bonus stats from the others build
there is already very little counterplay to the champion getting huge invisible power from just the passive so im still not going to bother looking at the skills until you think of a not idiotic passive

the passive is still ******edly overpowered, TF only gets 1-6 gold per cs, these guys get a stacking 2% gold per assist or kill, most kills are worth a nice amount of gold meaning they get a bonus 2+ gold THAT STACKS per assist or kill, also itll give decimals which of course have to be rounded and thats annoying
also you give them gragas W every time shes not facing an enemy
again fix your terrible passive and ill look at the other abilities
also having two different builds that have an even amount of gold makes her impossible to counterbuild against "oh they got armor? guess im gonna use the ap carry version of me that has just as much gold as i do!" or "oh theyre attacking me? better switch to the tank version of me so i dont die!"

this isnt my champion idea so why should i be coming up with the ideas for a new passive?
also i looked at the skills, she has 3 heals? seriously? soraka has 2 heals and its already forever sustain but you champion gets am AoE heal/AoE lifedrain (fiddlesticks drain except heals your team too)/a mix between galios bulwurk and thornmail except wtf stronger
didnt even look at the ult either, but please if youre going to make a champion think for more than 5 seconds about each ability, no reason why someone should have 3 different heals specially if two of them are AoE and one returns a huge amount of damage and heals 25% of the damage, you will literally never lose a teamfight with this champion its ******ed, and i didnt even look at the offensive skills either (which im pretty sure are going to be ******edly strong too)

ok i looked at the offensive skills, Q is meant to switch, honestly i would take out both the heal/shield and the "ground smash" and just have them switch, W is basically irelias blade surge except it can crit(which is ******ed), E is either a stun or big damage thing, too bad it takes 3 seconds to work (3 seconds is a long time, ever been feared by fiddlesticks or taunted by rammus? yeah long time) now think how long people are just going to stun where your sword is going to land, if they have 3 seconds theyre going to get away from it, R is also stupid, 5 seconds is even longer also why can her ult crit?
after looking at the skills it looks you you need to build all of these stats

not to be mean but this champion idea really is terrible, its incredibly strong and impossible to balance unless you make her do everything she does subpar to everyone else (think nami before she was getting buffed, she did everything a support could do except not nearly as well as other supports made for certain things)
if you really want to keep this idea you should rework it into something that doesnt have multiple item builds, a diverse moveset (3 heals srsly) give her some back story and moves that actually work with said backstory (there is no backstory to this champion its basically two twins, one heals one fights, also theyre japanese or something WHICH IS SOOOOOO ORIGINAL BY THE WAY) make it so she only needs to build certain stats not infinite stats to work, this could be a good champion if you had to choose between being an assassin or being a support but since you dont have to choose you can just assassinate and never die
