He's too slow and the abilities are on a bit too long of a cooldown to work extremely well - however, he can jungle comfortably. The issue is why you ever would. He has NO ganking mechanism to speak of - no stun, blink, or snare to speak of aside from red buff. His abilities are all completely suited to the lane.

Everything Jebus said here, and the fact that not only are his abilities suited to the lane, he's great at zoning, and solo laning, and can take a beating with his shield when played well.

he's the fastest jungler in the game (can clear about a minute or two faster than warwick)
he just can't gank

There's also a bug that makes your shield full when using E and smite at the same time. Stonewall008 has a video of it.

It's Q. I think he's slow, but it could work if done right. Especially if he gets blue buff right from the start.

He's actually really fast, ganks are terrible to non existent though.

If you tank the time to analyze his design, Mordekaiser is effectively the only melee-carry type champion in the game.
Without any CC or gap-closer, he is effective like other hard carries, except he doesn't even have slows.
Because he's melee, he MUST build tank items, but has the sustained damage (and increase dps from his Ultimate) to compensate.
Mordekaiser depends on farm, and jungling would ruin this.
Jungling are typically better left for squishy melee with gap-closers (blinks/dashes), and tanky dps with cc because they have more efficient tanking and do moderately worse in lane.
