Her AP ratios are not bad. They're pretty decent.
AP+Gunblade would seem like the best choice.
Something like:

Shunpo has a good AP ratio. Bouncing Blades' is meh and Death Lotus' is terrible, The AD ratios on both are (or are almost for BB) double the AP.
What about Lichbane? I always get an attack off when I shunpo to someone, so it seems like it could maybe work in an AP build.

It's not a bad item, but not needed.

The reason her ratios are **** is because even with the ratios, her damage is a force to be reckoned with. Her ult ratio is **** because remember, 10 daggers are thrown. So take the damage and multiply it by ten, which easily passes 1,000.
The reason her AD ratios are better is because you can get about 500 AD and 800 AP, so it's pretty much the same. The reason for AP is because of two things:
1. Shunpo. The nuke is massive and people can hardly ever escape/catch you unless you get CC'd pretty hard.
2. AP is cheaper to get, so it only makes sense to get it.
