It'd become a viable summoner spell then, as it would also serve to negate stun-locking and make people much more able to fight.
Cleanse is actually a boss summoner spell in Twisted Treeline, where cc-chains are low, so you can basically cripple teams who rely on it there.
I saw a Jax play like a boss with it. During early game, whenever we stunned him (except for my Warwick ults) or Mordekaiser casted his Ult on him (about 1~2 times before learning not to) he would cleanse, and proceed to beat use down with his lamp.
All Cleanse needs is to be on-par with QSS.
Then maybe Riot would recognize QSS needs a bit of a bump up the tier as well.
