
Tank Taric is a strategically better choice because he brings to the team what AP Taric can't. A frontline support who can initiate and wouldn't be focused.
I'd get rid of the Atma's though. You don't have much health stacked up. GA and Spirit Visage don't seem too amazing either; you shouldn't be healing just yourself too often, more efficient to heal others.

Taric's heal heals him and the ally he clicks on so Spirit Visage worked pretty well.
The Atma's isn't something I'd prolly normally buy (I only got it once and I think Abyssal Scepter would be the best replacement).

If your team already has Nuke casters - and you always will - then being a tanky support is better then a squishy support.
Two tanks are actually exponentially better - Tanky Taric negates the whole "focus the support" thought-process that is applied against most teams.
DPS deal about the same damage as casters - It just takes longer and is less front-loaded.
There's also
Imbue to consider. If you're tankier, you can be upfront more often to hit enemy champions to cool your heal and replenish allies more often DURING the crucial team fights.
If you're a squishy AP glass-cannon, you can't utilize Imbue as effectively.
Lastly,
Radiance gives a super good AD steroid now. For a tank or dps, 70 AD is a BIG deal.

One of the problems with building so little AP is how bad your heals end up being. If you want to play Taric as a tank it's great, but as a support he needs more AP imo.

You heal thrice in a team fight as Tanky Taric on multiple allies and heal 1200+ total
The resulting DPS is more reliable then popping
Shatter every 10 seconds too.

Zeal also gives Taric more attack speed and movement.
Phage gives you an alternate CC source

As you may have noticed I built Guinsoo's, so I had attack speed to lower the CD. And I had 38% CDR.
The problem with Triforce Taric is the fact he fits a different role than my teammates usually want from Taric.
Both options work well, they just fit different roles on the team.

I've found
Guinsoo's Rageblade to be obsolete.
Building it on Jax and Kayle isn't even worth it anymore. Better to skip it and take items like
Hextech Gunblade.

You forget that it's proc'd by spells too...

I agree tank aura taric, but I wouldn't get starks or abyssal.
I also agree Triforce is good.
I would personally buy, however;
Aegis, Frozen Heart, Warmogg's, WotA, Banshee's or FoN.
Just walk forward like a real boss.
The WotA helps the team a lot along with the Aegis and FH. The rest is just personal benefit tankiness.

Lichbane
Morello's
Guinsoo's/Abyssal Scepter (depending on what I need)
Deathcap
Triforce tank (this worked moderately well):
Boots + 3 pots
Sheen
Merc's
Aegis
Triforce
Spirit visage
Atma's
Guardian Angel
