On the positive side:
Enchantment: Devourer could be good for him. He has a speed up ability that would be helpful for ganks. He can counter jungle by going invisible and waiting for a hurt enemy jungler to pass by. He can shroom his jungle to add safety and vision to the jungle.
On the negative side:
Enchantment: Devourer is not as good on ranged characters as it used to be. He doesn't have much in the way of natural sustain, so the first jungle camp clears might be dicy. He doesn't have any cc of his own that could slow or stun an enemy during ganks. He's also squishy and could be vulnerable to getting burst down during ganks.

On the negative side:

Well... you could have a good cheese early game. Just get a strong leash at red buff then move to the enemy camps and get a quick first blood early on and see where it goes from there lol. And I mean who better to do those cheesy douchebag plays than Teemo right? Lmao Realistically, almost every jungler does everything better than him. I mean even Shaco pulls off the cheese just as well. Lol it does help provide decent vision all over the map and you could have good team fights if you fight around an area that Teemo heavily shroomed previously. The little ****ers vision minefield could make the difference between a difficult Baron/ 5th Dragon or an uncontested one.

It can work but it's not easy. I would only do this on Teemo if you really know how to play him well.
I've tried it before and it wasn't terrible but it also wasn't great but in retrospect I was doing it all wrong.

Some of the pro's to playing Teemo Jungle are as follows:
1.) In lower elo, almost everyone will underestimate you which can be taken advantage of.
2.) Fantastic objective control once you hit level 6.
3.) Efficient counter jungling potential with Passive, Q, and R. Counter Jungling can be done at any level as long as it's played correctly.
4.) Can easily throw enemies into tilt if played well.
His cons however are as follows:
1.) Weak gank potential. Teemo heavily relies on baiting to set up effective ganks.
2.) Easily counter jungled. Though Teemo is good at counter jungling, he can easily be counter jungled himself until he hits level 6.
3.) He needs a heavy leash to start his jungle as he will almost always be invaded at level 1 and is also super squishy.
4.) Low carry potential. Teemo jungle has even less carry potential than he does top or mid lane. That said, it's best to use him to prevent the enemy from carrying and/or help his laners to carry him instead.

Overall he can be pretty successful in the Jungle but even still, there's a reason that this isn't meta as it's very risky to pick him in the jungle unless you're a very well rounded Teemo player. There is little that's more satisfying though than stealthing at the enemies' red or blue levels 1-3 and killing the enemy after he's tanked so much damage from the buff and stealing it for yourself. So if you understand how to play Teemo and have roughly a decent idea how to work around his weaknesses in the jungle then playing some Satan in the jungle can be really fun to do. I don't recommend it for anyone who's barely even played him though because all you'll likely do then is tilt both yourself and your whole team who's already thinking you're a troll for picking him in the jungle.
