Yeah, especially since the offensive mastery gives it a ton of AP to boot. So then it's benefiting your whole team :D
The problem is, being a team-benefiting thing pushes it more towards the support category, and the mastery that makes it a decent support spell is in the offense tree.
Not to mention the fact that even AD carries run 21 into defense/utility more than they run 21 in offense, so it becomes even more useless.

Why not go further?
I'd say making it provide both AD and AP without the mastery is a good thing. The mastery should provide longer duration and/or make the flag more durable and/or reduce the CD or something like that.
