plus the only way to make it more powerful is to run offensive masteries, which is only good if you're an ad carry pretty much.

Yeah, especially since the offensive mastery gives it a ton of AP to boot. So then it's benefiting your whole team :D
The problem is, being a team-benefiting thing pushes it more towards the support category, and the mastery that makes it a decent support spell is in the offense tree.
Not to mention the fact that even AD carries run 21 into defense/utility more than they run 21 in offense, so it becomes even more useless.
