He is, I have a similar page, but mine is padded to survive through Yasuo's weakest point which is early game.
I use 3 crit chance reds, 6 AD marks, 1 AD quint and 2 lifesteal quints. I often use dorans shield or rejuv beads start to simply sustain and live until I get my bildgewater and statikk shiv and can all-in things.

He's slow and has almost no CC for ganks other than red buff or the third cast of Steel Tempest
Personally I use Youmuu's Ghostblade, Infinity Edge, Black Cleaver, Last Whisper, Berserker's Greaves and Guardian Angel due to its high critical strike chance and Vast Armor Pen that can make light work of even sturdy Tanks in the game.

The Cooldown isn't a major issue in the build, as pointed out the idea is all about getting good damage output from the Critical Strikes (which I can say is about 730-760 from AA once the build is complete) and the Armor Penetration which is at 76 that can deal massive ammount of damage through even Tanks.

i jungled him more then once and, as lugignaf said, he is pretty slow, no cc no good ganks at all. I found my self using like 2-3 pots or even a 4th sometimes at wolves when i smite blue + the new camp+wolves. And all this with full stacked shield(that is pretty much a threat early in jungle since when you fight againist monsters you dont have much chance to move around or cant use E to fill it faster, since you wont take W till lvl 3 or even later for his passive).
