    what is the definition of multi-target ability?

    the item description of Rylai's Crystal Scepter says that the slow on abilities is reduced if the ability is multi-target. so what is the definition of multi-target? it is quite obvious that annies Summon: Tibbers is multi-target because it is aoe. but what is about spells that are aimed on one target, but bounce (ex: Spell Flux) ?
    edit: also, what about skillshots that hit only one target( Death Sentence)?

    Multi-target is basically anything that is able to hit multiple targets.

    For example:
    Heimerdinger has Rylai's crystal scepter.
    His homing missiles can deal damage to 3 people at the same time.
    Heimerdinger hits 1 enemy champion, the Rylai will only slow for 15%

    As long they cannot hit multiple targets, the slow will be 30%

    Pretty much this. There are exceptions to this rule. Karthus' Lay Waste counts as single-target if it hits only one target.

    Fairly simple really. If it hits more than one target, it's multi-target.
