My league account has been suspended for no real reason. I haven't played in years. Decided to get into it again. When I log in is says I'm suspended. I never received an email stating that I have been suspended, nor have I been toxic. It just doesn't make any sense to me. I sent a ticket 4 days ago and still haven't gotten a response back from riot. I've put lots of money into this account so any help would be appreciated. Has anyone had this issue before?

To my knowledge, if you haven't played in more than 3 years then your account is automatically suspended to allow for IGN availability. It is unlikely Riot can do anything (at least to my knowledge), however, if you're lucky they'll respond to your ticket and let you know.

But wouldn't they warn be before hand? I never received any email stating that a ban was coming.

I wouldn't know how the ban system works (I've never been banned before), however from what I've seen I can only assume that they don't feel the need to send an email since if you've been banned there's a link to submit a plea to Riot when you open the client. If this isn't appearing I'd stick with your account has been disabled due to inactivity.
