The only point of experience quintessences is to hit critical levels before your enemies do (levels 2, 3, 6, 9). However, with the 2v1 lanes constantly happening, you can't really be guaranteed to be in a solo lane, and the quints go to waste if you aren't.
Plus, even without experience quints, controlling how the wave pushes (push the wave slightly and you will have an XP advantage) gives you the same effect, so there's really no point in having them.
The Exp. Quints are one of the very few aspects lying in the shadows of this game. No one touches them, which results in no one else using them, etc. There are some champions who can abuse them, for example, I've used them extensively on Heimerdinger. It is recommended that, if you use them, to use them on level-scaling champions. However, if you actually use them, you need to make the most out of your level advantage. If you don't, they are utterly useless.

It has been seen in a play a few times in S2 by Scarra, where he ran it on Zilean to snowball off of levels against the enemy. However currently it's way too abstract to run as it's easily posed useless nowadays with lane swapping and early aggression.
