I can understand why his ganks might be good, like blitzcrank jungle, but his clear speeds will be terrible and he'd lose most 1v1 fights if he finds the enemy jungle. This makes his invades weaker and riskier. In the late game I can't see how he'd provide as much use compared to the enemy jungle, his influence is really rooted in getting successful early game ganks. He would also struggle at going solo for objectives and quickly killing baron. All this together is why you don't see people playing thresh jungle.

Pliisti is correct.Thresh has very low clear rate and getting to the point of ganking would be incredibly hard as most of his strengths lie in his passive soul bonuses.Although in mid-game once you get enough items it would be easier but that would mean going AP/AD and Thresh barely scales with AD,only the built up flay passive could be rewarding.Heck even building Attack Speed on Thresh would be punishing. If you were building AP that would mean that you would have to depend on your hook and your flay as your main damage abilities.Usually if you built AP then you wouldn't be able to be of much help in teamfights as what you would do is hook go in flay and ult then you would be useless and get butchered by their team. What I am saying is that Thresh is really only good in the support role whether in late game or in laning phase. He is like one of those champions where it is restricted to the meta.
